Checking the defences of a nearby powerful ghost may be useful, as The DD sometimes empty em for BP, but dont bother with conquest, for example Ocean 25 is full of ghost towns with points ranging from 2000 to 13000.
Another good thing about ghost towns is that you dont have to actually put it in revolt like a player city, Merely succucessfly landing the CS in the empty Ghost town will win the city.
Use this to expand your empire quicker if the nearby enemies are too tough for you.
